
The Enugu State Ministry of Budget and Planning recently convened a targeted capacity strengthening workshop for the Nigeria Human Capital Opportunities for Prosperity and Equity Governance (HOPE-GOV) Programme. This initiative is designed to align the state’s human capital development efforts with the World Bank’s Program-for-Results framework, specifically focusing on critical reforms within the Education, Health & Governance sectors.

During the opening session, the Focal Person for HOPE-GOV, Mr. Emmanuel Owoh, explained that the programme operates on a results-driven model where funding is strictly tied to the achievement of defined Disbursement Linked Indicators. He emphasized that the state’s ability to access these funds depends entirely on effective planning, diligent implementation, and the ability to present verifiable data. This necessitates a high level of institutional coordination between the Ministry of Budget and Planning, Education & Health to ensure all hands are on deck.

Building on this vision, Barr. Chris-Roberts Ozongwu, the Hon. Commissioner for the Ministry of Budget and Planning, and Chairman of the Technical Committee, commended Governor Dr. Peter Ndubuisi Mbah for his commitment to sector reform. He challenged every MDA to leave the workshop with a clear understanding of their specific roles and deliverables. He noted that inter-ministerial collaboration is no longer optional but a requirement for success, stressing that in a results-based framework, any activity that lacks documented and verifiable evidence is officially considered “not done.”

The Secretary to the State Government, representing Governor Mbah who is the Chairman of HOPE-GOV Programme in Enugu State, officially declared the workshop open by underscoring how this programme aligns with the administration’s goal of building a productive and healthy population. He highlighted that streamlining reforms in budget planning, transparency, and workforce management is central to the state’s development agenda. This high-level support sets the stage for desk officers to act as the critical engine room for the programme’s implementation.

Providing the technical depth for the session, the Consultant for HOPE-GOV, Hon. Orlando Nweze, clarified that the programme does not fund mere activities or processes but rather the verified achievements that result from them. He reminded the desk officers that their daily actions in documentation and evidence preparation are what ultimately secure the associated funding for Enugu State. This shift in focus ensures that every naira spent is backed by a tangible outcome that improves the lives of citizens.

In the area of Budget Planning and Education, the workshop established that planning must be the primary driver of the budget to maintain fiscal discipline. To qualify for disbursement, the state must follow a rigorous four-step process: adopting consolidated work plan guidelines, ensuring the budget reflects those plans, and publishing the evidence. By addressing risks such as inconsistent unit costs or late adoption of guidelines, the Ministry ensures that the education sector remains on a steady path of growth and performance.

Transparency and accountability remain at the heart of the reform, as presented by Mr. USA Udu. The focus here is on ensuring that the health and education sectors receive their required budget percentages in line with international benchmarks. By maintaining auditable records and practicing open data in procurement, the state builds a system of trust. These rigorous financial and performance audits ensure that compliance rules are met before funds are released, safeguarding the state’s resources.

The programme also tackles the vital area of Workforce and Payroll Management for teachers and primary health care workers. This involves establishing verified baselines and costed recruitment plans followed by annual progress reporting. To eliminate payroll fraud and improve performance, the state has mandated biometric capture and the linking of Bank Verification Numbers to the payroll. This ensures that the workforce is lean, efficient, and composed of verified personnel dedicated to service delivery.

Ultimately, the workshop served as a turning point in Enugu State’s administrative culture, moving away from a focus on routine processes toward a focus on measurable impact. The participants concluded with a collective commitment to technical diligence and strict adherence to documentation timelines. By taking full ownership of their respective indicators, the desk officers are now positioned to ensure that every reform effort in Education and Health is backed by the verifiable evidence required to meet international standards and secure the state’s prosperous future.
