The workshop, themed “Fiscal Stewardship, Strategic Oversight, and Institutional Integrity in the Era of Disruptive Innovation,” is tailored to strengthen financial governance, reinforce accountability frameworks, and reposition the civil service to meet the demands of a rapidly evolving, technology-driven public sector.

Delivering his address, Governor Mbah commended civil servants for their unwavering commitment to implementation, noting that governance achieves meaning only when policies are effectively executed.

“You are the drivers of our visible progress,” he said, crediting the workforce with taking government initiatives “to the last mile,” including the ongoing transformation of Hotel Presidential Enugu and other landmark projects across the state.

The governor urged participants to approach the training with diligence and purpose, emphasizing the need to continuously enhance capacity and deliver value to the people. While acknowledging communication gaps that may arise within hierarchical structures, he encouraged initiative and openness.
“If you encounter challenges within your line of authority, feel free to write directly to the governor. I assure you, every correspondence is read,” he stated.

Mbah further articulated his vision of a “New Enugu,” anchored on a professional, globally competitive civil service capable of driving innovation and sustaining growth through continuous learning and adaptation.
In his remarks, the Head of Service, Godwin Anigbo, described the programme as a cornerstone of the administration’s reform agenda. He noted that the initiative is designed to transform the civil service into an agile, transparent, and results-oriented institution.
According to Anigbo, the training specifically targets directorates responsible for fiscal management, with a focus on strengthening institutional integrity, enhancing oversight mechanisms, and promoting proactive risk management practices.

“We operate in an increasingly dynamic environment. Without continuous learning and exposure to new ideas, competitiveness becomes unattainable,” he said, urging participants to regard the workshop as a critical professional engagement rather than a routine exercise.
He also acknowledged the support of Citihoms Finance Company Limited, noting that strategic partnerships remain vital to positioning Enugu as a preferred destination for investment.

Also contributing, Director of the Enugu State Multi-Door Courthouse, Caroline Nene Etuk, praised the administration’s bold and visionary leadership, urging civil servants to transcend routine administration and embrace transformative roles as architects of innovation and institutional integrity.

Similarly, the Managing Director of Citihoms Finance Company Limited, Nathaniel Solomon, reaffirmed the company’s commitment to supporting Enugu State’s economic aspirations, commending the government for fostering an enabling environment for business and investment.
Responding on behalf of participants, Mr. Robinson Ezea of the Ministry of Chieftaincy and Mrs. Juliet Okonkwo of the Ministry of Justice expressed appreciation to the state government for the initiative, describing it as timely and impactful, particularly in advancing e-governance competencies and improving productivity.

Other speakers at the event included the Attorney General and Commissioner for Justice, Osinachi Nnajieze, who represented the Secretary to the State Government, Chidiebere Onyia, alongside public financial management expert Chinedu Eze and policy development specialist Sam Onyia.
The training reflects the Enugu State Government’s broader commitment to institutional reform, deploying technology-driven governance, strengthening accountability systems, and building a resilient civil service capable of sustaining economic growth and delivering quality public service.
