Beyond Infrastructure: Mbah Lights Up Ogbaku Health Centre, Sparks Grassroots Healthcare Revolution Across Enugu

The Governor of Enugu State, Peter Ndubuisi Mbah, has reaffirmed his administration’s strategic commitment to strengthening primary healthcare delivery with the successful upgrade and operationalisation of a Type 2 Primary Health Centre in Ogbaku, Awgu Local Government Area. The intervention represents a key milestone in the government’s integrated health sector reform programme aimed at enhancing service accessibility, equity, and quality at the grassroots level.

The facility, delivered through the Enugu State Primary Health Care Development Agency in collaboration with the State Ministry of Health, aligns with the administration’s policy objective of establishing fully functional and standardised primary healthcare centres across the 260 political wards in the state. This initiative underscores a systems-based approach to healthcare delivery, prioritising decentralisation, efficiency, and improved health outcomes for rural and underserved populations.

During an official inspection and monitoring visit, Governor Mbah represented by senior government functionaries including Ifenyinwa Ani-Osheku and the Commissioner for Health, Prof. Obi Emmanuel Ikechukwu undertook a comprehensive performance evaluation of the facility’s infrastructure, human resource capacity, and service readiness. The oversight engagement also attracted critical stakeholders, including the State APC Chairman, Martins Chukwunwike, and the Executive Chairman of Awgu Local Government Area, Hon. Uchenna Joseph Okolo.

Designed in line with contemporary healthcare infrastructure standards, the facility is fully equipped to deliver 24-hour essential health services. It comprises a functional laboratory, maternal and child health units including labour and delivery suites, consulting rooms, accident and emergency unit, pharmacy, medical records unit, inpatient wards, staff accommodation, and a central medical store. The integration of solar-powered energy systems and sustainable water supply mechanisms reflects the administration’s commitment to climate-resilient and uninterrupted service delivery.

In a notable demonstration of responsive governance and social inclusion, the governor approved a ₦2 million micro-enterprise support grant for an indigent patient encountered during the visit, as part of targeted social intervention measures. Additionally, he announced a package of workforce motivation incentives designed to enhance staff productivity, retention, and overall service efficiency within the state’s healthcare system.

Governor Mbah commended the facility’s management for adherence to operational standards and service delivery protocols, noting that the centre is part of a broader statewide scale-up of Type 2 Primary Health Centres. He further disclosed that over 2,250 healthcare personnel have been recruited and deployed as part of a deliberate human capital development strategy to ensure optimal functionality and sustainability across all facilities.

Reinforcing the administration’s policy direction, the governor emphasised the centrality of primary healthcare within the broader health system architecture, particularly in advancing preventive care, routine immunisation, and maternal and child health services. He noted that ongoing health financing and coverage reforms are progressively improving affordability, expanding access, and contributing to measurable reductions in morbidity and mortality indicators.

As part of ongoing stakeholder engagement and project performance tracking, Governor Mbah announced the commencement of ward-by-ward project inspection tours effective April 1, 2026, beginning with Aninri Local Government Area. He also approved additional resource allocation to the Ogbaku facility, including the deployment of a neonatal incubator and an ambulance, while calling on community members to assume collective ownership and ensure the protection of the public asset.

In his remarks, the Executive Chairman of Awgu Local Government Area, Hon. Uchenna Joseph Okolo, commended the state government’s results-driven leadership and inclusive development model. He highlighted ongoing multi-sectoral interventions within the council area, including smart school initiatives, healthcare infrastructure upgrades, revitalisation of NYSC facilities, the Game Village project, and the construction of an extensive 55-kilometre road network.

He further acknowledged Awgu’s inclusion in the proposed state transport hub framework, describing it as a strategic economic enabler with significant implications for local commerce and mobility. He affirmed that the upgraded Ogbaku health centre has significantly improved service coverage and capacity utilisation, particularly with planned enhancements in medical equipment.

Okolo reiterated the council’s commitment to sustaining government investments through strengthened community-based security architecture, including a structured four-man security deployment across health facilities, as well as ongoing efforts to address workforce gaps through coordinated recruitment.

Also speaking, the traditional ruler of Ogbaku, Igwe Morris Egbo Ezeaku I, described the project as a high-impact public investment with long-term socio-economic benefits. He assured of sustained community collaboration with security agencies and local vigilante structures to safeguard the facility and ensure its continued functionality.

Goodwill messages from key stakeholders, including Ani-Osheku, the World Health Organization Zonal Coordinator, Igbokwu Chimuanya, and Prof. Ikechukwu, reinforced the broad institutional support for the administration’s health sector reforms and acknowledged the measurable progress recorded to date.

In a demonstration of community appreciation and stakeholder alignment, representatives of Ogbaku Ward, led by former Awgu Chairman Stanley Okeke alongside community leaders and traditional authorities, presented symbolic gifts to the governor and reaffirmed their commitment to supporting government programmes and policies.

The event witnessed the participation of a broad spectrum of public office holders and stakeholders, including the member representing Awgu South State Constituency, Anthony Chukwudi Nwankwo; Commissioner for Human Development and Poverty Eradication, Prof. Benedette Ekwutosi Okoli; Deputy Chairman of Awgu LGA, Stanley Ezediuto; and other senior officials.

The ceremony also featured cultural performances, reinforcing community identity and social cohesion, while residents described the facility as a critical public asset that will significantly reduce pressure on secondary and tertiary health institutions and improve access to essential healthcare services.
