Enugu Deepens Access Management Drive as Road, Bus Terminal and Aviation Projects Advance

From aviation and modern transport terminals to improved road access and a more accountable enforcement system, the different pieces of Governor Peter Ndubuisi Mbah’s transport transformation agenda are increasingly connecting across Enugu State.

For the Ministry of Transport, the task remains clear: to ensure that the transport sector continues to support the Governor’s wider ambition of building a modern, connected and investment-ready Enugu — one capable of competing with the best cities and economies in Nigeria and beyond.

Keeping Enugu Moving: New Taskforce to Enforce Order on Enugu Roads
The Enugu State Government this week announced fresh measures to address road obstructions, indiscriminate roadside trading, improper passenger pick-up and drop-off, and other activities that prevent roads and public infrastructure from functioning as designed.

A new Access and Sanitation Taskforce, comprising relevant government agencies, municipal councils, transport unions, market associations and security agencies will begin enforcement in a few weeks.

The Ministry of Transport welcomes the directive as a natural extension of the broader access management agenda initiated by His Excellency’s first Executive Order in 2023, and will work closely with the Taskforce to achieve freer-flowing and safer roads across the state. This is particularly important as road construction, urban regeneration and other infrastructure projects progress across the metropolis.

In keeping with His Excellency’s broader development agenda, the Ministry has also intensified engagement with sister MDAs, including the Ministry of Works and Infrastructure, towards identifying and clearing abandoned and broken-down vehicles along key corridors. This shared objective is to ensure that the significant investments being made by the Governor Mbah administration translate into shorter journey times, improved emergency access and better experience for Ndi Enugu and visitors to the state.

From Roadside Loading to Modern Transport Terminals
Progress also continues across the state’s bus terminals, part of the Ministry’s drive to give Enugu the world-class transport experience envisioned by His Excellency.

Beyond the initial behavioural shift, commuters and operators are increasingly adapting to organised boarding, designated loading and offloading areas, structured ticketing and more orderly passenger movement.

This transition is critical to ensure that the infrastructure is properly optimised and that old practices do not simply migrate onto newly developed roads and public spaces. The Ministry will continue to prioritise this goal so that terminals, roads, bus stops and transport services increasingly function as one connected ecosystem rather than as isolated interventions.

Accountability: Ministry Strengthens Enforcement Oversight
The Ministry is reviewing its field enforcement operations as part of its commitment to ensuring that transport regulation remains professional, proportionate and responsive to legitimate public feedback.

While enforcement remains necessary for an orderly transport system, it must be conducted within clearly established rules and with respect for members of the public. The Ministry is therefore placing greater emphasis on public education, sensitisation and engagement, helping motorists, commercial transport operators and commuters understand the rules and encouraging voluntary compliance and lasting behavioural change.

Accordingly, the Ministry is strengthening supervision of field personnel, reviewing operating procedures and reinforcing compliance with authorised enforcement processes.

The Ministry will not shield any officer, operative or individual acting in its name who operates outside approved procedures or engages in activities capable of undermining public confidence in the transport reforms. Members of the public are encouraged to report incidents of misconduct, extortion, unauthorised enforcement or other concerns through the Ministry’s official communication channels at transport@enugustate.gov.ng or directly to the Office of the H
onourable Commissioner for Transport.

The Ministry will continue working with relevant government and security agencies to ensure that anyone found compromising the integrity of the sector is appropriately investigated and brought to account.

Aviation: Another Piece of the Vision Takes Shape
Construction activities have commenced at the Cargo Wing of the Akanu Ibiam International Airport, Enugu, following the recent handover of the airport under the Federal Government’s private-sector concession arrangement for its further development and management.

A site inspection by the Commissioner for Transport, alongside the FAAN team and other relevant aviation stakeholders this week, confirmed that active work is underway, including site clearing, excavation and structural works.

While the airport development is being undertaken within the Federal Government’s private-sector concession framework, the Enugu State Government continues to champion and support the enabling environment required for strategic aviation investments to succeed.

The development represents another important piece of the coordinated push under Governor Mbah to position Enugu as an emerging aviation, tourism, investment and logistics hub, while strengthening the state’s role as the gateway to the South-East and connecting it more effectively to national and global markets.

That ambition is also increasingly reflected in the expanding capabilities of Enugu Air, including its authorisation for international operations, alongside other strategic investments aimed at strengthening connectivity and opening Enugu to wider economic opportunities.

One Vision, Connected Interventions
From keeping roads accessible and ensuring that modern terminals function as intended, to strengthening accountability and supporting the emergence of a stronger aviation ecosystem, these interventions are ultimately connected by one vision.

The Ministry of Transport will continue to align its programmes and operations with Governor Mbah’s vision for an Enugu that works — a state that is easier to move around, easier to invest in and increasingly connected to the rest of Nigeria and the world.
