
The Enugu State Government has taken a groundbreaking step towards inclusive governance with the successful completion of a special edition of the Civil Servants Digital Literacy Training Program, this time focusing exclusively on Persons with Disabilities (PWDs) in the state’s public service.

The program, held at the ESCET ICT Hub and HRC ICT Hub, empowered dozens of PWD civil servants with digital competencies required to thrive in today’s technology-driven work environment. Participants were trained in areas ranging from basic computer operations to productivity tools such as Microsoft Word and Excel, with practical sessions aimed at enhancing both personal efficiency and institutional performance.

One of the beneficiaries, Chinyere Mba, an Admin Officer in the Ministry of Gender Affairs, described the training as more than just a skill-building exercise.

“This program means more than just training — it means visibility, inclusion, and progress. I feel better equipped to serve, and proud to be part of a government that sees me.”

Similarly, Ifeanyi Uzochukwu, a Clerical Staff at the Ministry of Works, expressed optimism about the program’s impact.

“We’ve been given the tools to compete, to grow, and to contribute meaningfully. This is real empowerment.”

The initiative reflects the unwavering commitment of Governor Peter Ndubuisi Mbah to ensuring that no one is left behind in the state’s digital transformation agenda—whether in opportunity, access, or participation in the future of work. It also demonstrates his administration’s determination to build a digitally competent, inclusive, and forward-thinking civil service.

This PWD-focused edition builds upon the momentum of the wider Digital Literacy Program, which has already trained over 5,000 civil servants and more than 10,000 public school teachers in less than two years. The training has since become a mandatory requirement for civil service promotion, underscoring the Governor’s drive for smart governance powered by people and technology.

The program continues to enjoy strong collaboration from partners such as Tech4Dev, Microsoft, Future Ready Academy Limited, and the FCDO, working alongside the Enugu SME Center / Office of Digital Economy, under the leadership of Mr. Arinze Chilo-Offiah, Special Adviser to the Governor on Digital Economy and SMEs / Director-General of the Enugu SME Center, and coordinated by Ndubuisi Edeh, Digital Literacy Program Lead.

Speaking on the Governor’s vision, Mr. Chilo-Offiah emphasized that the program goes beyond routine capacity-building.

“This is not just a box-checking exercise. It’s part of our Governor’s clear, people-first mandate — to build a future where everyone can thrive and contribute, no matter their physical ability.”
