
The Enugu State Governor, Dr. Peter Ndubuisi Mbah, has commissioned a newly built Digital Court Complex, describing it as a landmark achievement in his administration’s commitment to speedy, efficient, and people-centred justice delivery.

Governor Mbah said that the deployment of modern technology in court processes, when combined with judicial financial autonomy, already operational in Enugu State, would ensure that the judiciary is not only independent in principle but also effective in performance. He emphasised that his administration envisions a judiciary that is independent, efficient, technology-driven, and firmly focused on the needs of the people.

The governor made these remarks during the inauguration of the Digital Court Building at the Enugu State Judicial Complex, which formed part of the ceremonies and special court session marking the commencement of the 2025/2026 Legal Year of the Enugu State Judiciary on Monday.
Represented by the Secretary to the State Government, Prof. Chidiebere Onyia, Mbah said the theme of the event “Enugu State Judiciary: Ushering in a New Era of Efficient Justice Delivery through Technological Integration and Financial Autonomy” reflected the core vision of his administration to strengthen institutions and modernise governance from the outset.

He explained that the four ultra-modern court halls were designed to decongest existing facilities, improve the working environment for judicial officers, and enhance the dignity, speed, and efficiency of judicial proceedings.


“These court halls are not merely physical structures; they are purpose-built facilities equipped with digital recording systems, smart displays, secure data connectivity, and ergonomic designs that meet contemporary standards for modern courts.
“They represent our commitment to creating an enabling environment for justice delivery,” the governor stated.

In his remarks, the Chief Judge of Enugu State, Justice Raymond Ozoemena, reminded judicial officers that the judiciary’s position as the last hope of the common man imposed a solemn duty to uphold the sanctity of the rule of law with absolute integrity and zero tolerance for corruption.

Justice Ozoemena disclosed that the Enugu State Judiciary had embarked on comprehensive reforms aimed at serving the best interests of the people, while commending Governor Mbah for providing the institutional and financial support required to drive meaningful transformation.

“It became clear to us that meaningful reform would require more than incremental adjustments. What was needed was a comprehensive rethinking of how cases move through the justice system.
“Our need was met by the vision of His Excellency, Governor Peter Mbah, who at the inception of his administration clearly identified the judiciary as a priority sector and promised transformative and innovative projects,” he said.


According to him, the judiciary formally launched a digital justice platform that would redefine how cases are filed, processed, heard, recorded, and concluded across Enugu State’s justice sector.

“This transformation covers the High Court of Justice, the Customary Court of Appeal, Chief Magistrates’ Courts, Customary Courts, the Multi-Door Courthouse, the Ministry of Justice, and key public-facing court services, including the Probate Division and Affidavit Sections,” the Chief Judge added.

Also speaking, the Attorney General and Commissioner for Justice, Barr. Osinachi Nnajieze, commended Governor Mbah for his far-reaching reforms and sustained support for the justice sector, noting that such commitment had repositioned the sector as a critical pillar of good governance, economic growth, and social order.

He said that in line with the governor’s vision for a technology-enabled justice system, the Ministry of Justice, in collaboration with the Enugu State Judiciary, spearheaded an ambitious digitalisation programme.
“Notable achievements include innovative digital court solutions such as the e-Litigation System, e-Affidavit System, Virtual Court Hearing System, e-Probate, and e-Lis Pendens, all currently in advanced testing stages.

“We have also enabled full e-filing, e-assessment, e-payment, and e-assignment of cases. In addition, 39 Verbatim Court Reporters were recruited and trained to improve accuracy in courtroom transcription,” Nnajieze stated.

The commissioning of the Digital Court Complex underscores the Enugu State Government’s resolve to entrench judicial independence, enhance efficiency, and leverage technology to deliver timely and accessible justice to the people.
