
The Enugu State Government, led by Governor Peter Mbah, recorded a total revenue of N130.62 billion in the first quarter of 2026, according to the state’s budget performance report.

The report shows that the state received N57.86 billion from FAAC, while IGR contributed N43.96 billion. An additional N28.79 billion carried over from 2025 brought total available funds for the period under review to N130.62 billion.
Despite legislative approval to access borrowing of up to N282.75 billion in the 2026 fiscal year, the state did not obtain any loans within the first quarter.
Expenditure breakdown
Out of the total available funds, the state disbursed N48.9 billion between January and March 2026.
Personnel costs accounted for N12.69 billion, overhead expenditure stood at N1.52 billion, while other recurrent expenses totalled N3.32 billion. Capital expenditure, largely driven by infrastructure and development projects, absorbed N31.37 billion.
A breakdown of spending across ministries, departments and agencies (MDAs) shows the Ministry of Works and Infrastructure as the highest spender, with N23.93 billion. It was followed by the Office of the Accountant General (N5.33 billion), the Enugu State Universal Basic Education Board (N4.55 billion), the Office of the Head of Service (N3.34 billion), and the Enugu State Primary Healthcare Development Agency (N1.79 billion).
Enugu Air leads revenue performance
On the revenue side, emerged as the state’s highest internally generated revenue source, contributing N11.59 billion within the period under review. The airline commenced commercial operations in July 2025 with a fleet of three Embraer aircraft, positioning itself as a key economic asset for the state.
Other significant revenue contributors included personal income tax (N7.31 billion), land and housing sales (N5.74 billion), court summons fees (N2.66 billion), other taxes (N2.58 billion), and examination fees (N1.99 billion).
