Enugu Assembly Passes Law to Harmonise Taxes, Ban Illegal Levies and Roadblocks

The Enugu State House of Assembly has passed a landmark bill aimed at harmonising taxes and levies across the state in a move to curb multiple taxation and eliminate illegal revenue collections.

The bill, titled “Enugu State Harmonised Taxes and Levies (Approved List for Collection) Law 2026,” was passed after extensive deliberations by lawmakers, including scrutiny by the Committee of the Whole House.

Lawmakers said the legislation is designed to address the long-standing problem of illegal roadblocks and unauthorized tax collections that have placed financial burdens on residents and businesses.

Speaking during deliberations, Hon. Iloabuchi Aniagu, who represents Nkanu West State Constituency, described illegal roadblocks—especially along federal highways—as a persistent menace. He urged residents to verify any tax demand directly with the Enugu State Board of Internal Revenue to avoid falling victim to fraudulent collectors.

According to him, the new law will ensure that all government taxes are properly documented and collected through legitimate channels.

Hon. Malachy Onyechi, representing Nsukka West State Constituency, commended the initiative, noting that harmonising taxes would promote transparency and strengthen government revenue for infrastructural development.

He added that public enlightenment on the structure and purpose of taxes would help residents understand government policies and improve compliance.

Also speaking, Hon. Okey Mbah of Nkanu East State Constituency said the law would create a more predictable and stable tax environment capable of boosting investor confidence in the state.

He stressed the need for robust public sensitisation to prevent misinformation, noting that once signed into law by Peter Mbah, the legislation would help curb the activities of fake tax agents who impose illegal levies on residents.

However, some lawmakers raised concerns about enforcement mechanisms. Hon. Raymond Ugwu suggested that the proposed penalties for offenders might be too lenient and recommended the establishment of a regulatory board to oversee enforcement and determine appropriate sanctions for illegal collectors.

The new legislation is widely seen as a significant step toward creating a transparent, efficient, and investor-friendly taxation system in Enugu State, while protecting residents from arbitrary levies and strengthening fiscal discipline.
