
The landscape of regional governance in South East Nigeria took a decisive leap forward during the South East Regional Technical Support Mission. Hosted by Enugu State Government & Organized by the World Bank in strategic collaboration with Federal Ministry of Finance and Economic Development through Human Capital Opportunities for Prosperity and Equity (HOPE-GOV) National Program Coordination Unit, the one-day program served as a high-level incubator for reform.

Under the theme “Enhancing Governance Systems for Improved Human Capital Outcomes,” the mission convened a prestigious assembly of stakeholders, including delegates from the Federal Ministry of Finance and Economic Development, World Bank officials and representatives from across the South East states, all united by a singular goal: measurable progress.

Secretary to State Government (SSG)
The program opened with a compelling address by the Secretary to the State Government (SSG), Prof. Chidiebere Onyia, who set a tone of radical transparency by urging participants to prioritize impact and sustainability. Prof. Onyia emphasized that the HOPE-GOV initiative acts as a vital tool for the region to identify internal blind spots and utilize rigorous data to dismantle assumptions that often hinder strategic success. In a call for accountability, he urged all stakeholders to be honest about operational successes and failures, while expressing profound appreciation for His Excellency, Dr. Peter Ndubuisi Mbah, whose visionary leadership remains the driving force behind these governance milestones.

Reinforcing this vision, the National Coordinator of HOPE-GOV, Dr. Assad Hassan, highlighted the program’s unwavering commitment to ensuring that Primary Health Care and Basic Education operate at peak efficiency. He noted that these sectors are the foundation of human capital development and congratulated Governor Mbah for his steadfast dedication to these pillars. This technical perspective was further expanded upon by Mrs. Helen Okeke, the Operational Officer of the World Bank, who provided a comprehensive overview of the Program Development Objectives and the status of Subsidiary Loan Agreements for the participating states.

The technical depth of the mission continued with a detailed breakdown by Mr. Ikechukwu Nweje, Senior Public Sector Specialist/HOPE-GOV Task Team Lead (TTL), who navigated the complexities of Disbursement Linked Indicators (DLIs) 1 through 6. He illustrated how comprehensive budget guidelines, budget credibility, and timely preparation align with federal standards to ensure developmental projects remain on track. Following these insights, HOPE-GOV Focal Persons from each South East state presented progress reports, showcasing a collective drive toward meeting these rigorous benchmarks.

Contributing to these discussions, the Lead Governance Specialist, Mrs. Deborah Isser, underscored the importance of institutionalizing these reforms to ensure that the strengthened governance systems remain sustainable long-term. She encouraged participants to view these milestones as a foundation for permanent structural excellence.

The session concluded with an interactive dialogue on Disbursement Linked Results (DLR) implementation, where participants candidly discussed the most significant hurdles in coordination and execution. The World Bank ended the program on a strong note of encouragement, urging all state actors to maintain their momentum and meet their objectives. By adhering to these high standards, the South East region is not merely fulfilling program requirements but is actively building a resilient, transparent, and prosperous future for its citizens.
