The management of Enugu State University of Science and Technology (ESUT) has commenced an extensive upgrade of facilities at its recently recovered Institute for Continuing Studies (ICS) Complex, formerly known as the MSP Complex, as part of ongoing efforts to strengthen the university’s academic infrastructure and operational efficiency.

Prof. Okolie expressed profound appreciation to the Enugu State Government for facilitating the recovery of the complex, describing the intervention as a landmark achievement that has opened a new chapter in the university’s drive to expand academic activities and maximize the use of its assets.
According to him, the university has already taken strategic decisions to transform the recovered complex into a vibrant centre of academic excellence, beginning with the relocation of the Institute of Peace, Conflict and Development Studies (IPCDS) from its temporary location at the ESUT Business School to the renovated wing of the complex before the end of August 2026.
He disclosed that the ongoing rehabilitation project includes the construction of modern administrative offices and classrooms, reroofing of existing structures, installation of contemporary office and classroom furniture, and the provision of other essential facilities to create a conducive teaching and learning environment.
The Vice-Chancellor noted that the renovated wing would serve as a model for the phased rehabilitation of other sections of the complex currently occupied by the Joint Universities Preliminary Examinations Board (JUPEB) programme and the Institute for Continuing Studies (ICS).
As part of measures to improve operational coordination, Prof. Okolie announced that the university has designated the recovered complex as the central parking and operations base for all official ESUT vehicles.
He said the university was relocating all operational vehicles to the complex, adding that a dedicated car park had already been completed and that every operational vehicle in the university’s pool would be stationed there before the end of the week.
To enhance security across the facility, the Vice-Chancellor revealed that the university has procured ten industrial solar-powered lighting units to illuminate the complex and improve surveillance. He added that another ten industrial solar lights would also be installed at the Department of Mechanical and Manufacturing Engineering (MME).
Despite the progress made, Prof. Okolie lamented that two plots within the recovered ICS Complex remain under illegal occupation by unidentified individuals.
He reaffirmed the university’s determination to recover all encroached properties, stressing that management would immediately commence the necessary legal and administrative processes to reclaim the remaining portions of the institution’s land.
He stated that although the property had been recovered, the exercise was not yet complete, noting that two plots were still being occupied by unknown persons who unlawfully appropriated ESUT land. He assured that the university remained committed to recovering every property belonging to the institution through lawful means.
The Vice-Chancellor commended the project supervisors for the quality and pace of work already achieved and urged them to sustain the momentum to ensure timely completion of the projects. He assured that the management would continue regular inspection visits to guarantee quality delivery.
