The exercise, which is still ongoing, provides a strategic platform for the Ministry to engage with MDAs on their proposed budget estimates, assess priority projects and programmes, and ensure that budgetary provisions align with the development agenda of the administration of His Excellency, Dr. Peter Ndubuisi Mbah, Governor of Enugu State.

The bilateral discussions are a critical stage in the budget preparation process, as they enable a thorough examination of proposed expenditures, encourage prudent allocation of available resources and promote greater accountability in public financial management. Through the exercise, the Ministry seeks to ensure that government spending is directed towards programmes and projects capable of delivering measurable impact on the lives of the people of Enugu State.

A major focus of the engagement is the need to strengthen the link between budgetary allocations and the State Government’s development priorities, with particular attention to education, healthcare, human capital development, agriculture, infrastructure, economic growth, and other key sectors that contribute to sustainable development and inclusive prosperity.

The discussions also provide an opportunity to review the relevance, feasibility and expected outcomes of proposed projects, while encouraging MDAs to prioritise interventions that offer tangible benefits to citizens. This approach reinforces the importance of evidence-based planning, realistic revenue projections, efficient resource utilisation and effective implementation of government policies and programmes.

As the exercise progresses, Ministries, Departments and Agencies are expected to present their proposed budget estimates, justify their expenditure priorities and demonstrate how their planned activities will contribute to the State’s broader development objectives. They are also expected to ensure that their submissions are properly aligned with established government priorities and the principles of fiscal responsibility, transparency and value for money.

The ongoing process underscores the Ministry’s pivotal role in coordinating the State’s planning and budgeting framework, ensuring that available resources are carefully matched with competing development needs and that the budget serves as an effective instrument for delivering the promises of government.

Under the leadership of the Honourable Commissioner, Chief Chris-Roberts Ozongwu, and the Permanent Secretary Mrs Clara Nwakaego Eze, the Ministry continues to advance a disciplined and strategic approach to budget preparation, with emphasis on accountability, performance, implementation and development outcomes.

The bilateral discussions are expected to contribute significantly to the preparation of a budget that reflects the aspirations of Ndi Enugu, strengthens ongoing development efforts and supports the Mbah administration’s vision of building a prosperous, economically vibrant and sustainably developed Enugu State.

As engagements with the various MDAs continue, expectations remain high that the process will produce a more focused and responsive budget framework, one that translates government priorities into actionable programmes, promotes efficient public spending and advances the administration’s commitment to inclusive prosperity.
