Enugu Ministry of Works Demands Strict Compliance with Professional Licences in Ongoing Procurement Exercise

The Enugu State Ministry of Works and Infrastructure has issued a stern directive to all participants in its ongoing procurement process, insisting that key technical personnel must hold valid practising licences from relevant professional regulatory bodies.

The Honourable Commissioner for Works and Infrastructure, Engr. Ben Osy Okoh, emphasized that only professionals with active and verifiable licences,  including those regulated by the Council for the Regulation of Engineering in Nigeria (COREN) and other recognised statutory professional councils, will be eligible to participate in project execution and supervision.

Speaking at the bid opening session of the Ministry’s current procurement exercise, Engr. Okoh said, “Professionalism, integrity, and strict regulatory compliance are non-negotiable. All nominated engineers and technical officers must sign undertakings to adhere fully to approved standards, contractual specifications, and the Bill of Engineering Measurement and Evaluation.”

He further clarified that the procurement exercise will be competitive and transparent, in strict alignment with the Enugu State Public Procurement Act, with no preferential treatment given to any bidder. Evaluation, he added, will be based solely on technical competence, merit, and the capacity to deliver quality and durable infrastructure for the State.

The Permanent Secretary of the Ministry and Chairman of the Ministerial Tenders Board, Engr. Anyaora Okereke, reinforced the Ministry’s commitment to due process. He confirmed that the bid opening was a statutory requirement under the procurement law and serves as a transparent platform to identify firms with proven technical capacity.

Engr. Okereke congratulated firms that cleared the initial stage but noted that this does not automatically guarantee contract awards. He revealed that detailed technical assessments would follow, with bidders being formally notified as the evaluation advances in line with procurement guidelines.

Among those participating, Engr. Yakubu praised the State Government for conducting a transparent and professionally managed process. He encouraged fellow bidders to remain committed, noting that the exercise reflects confidence in the State’s governance and development agenda. He expressed readiness to contribute to the vision of His Excellency, Dr. Peter Ndubuisi Mbah, in advancing Enugu State’s infrastructure development.

This directive aligns with ongoing reforms by the Ministry aimed at strengthening quality assurance, accountability, and professional integrity in infrastructure delivery across Enugu State.
