During his recent visit to the White House, Zelensky discussed the plan with US President Joe Biden, who reaffirmed American support for Ukraine’s path to NATO and EU membership but did not offer an invitation.
The second pillar of the plan focuses on strengthening Ukraine’s defense capabilities, including improvements to air defense systems and the acquisition of long-range missiles. Zelensky has repeatedly urged allies to ease restrictions on the use of these missiles to target Russian territory. However, the US has been hesitant to grant this request, with the Biden administration unveiling a $375 million aid package but stopping short of meeting Kyiv’s demands.
The plan also proposes deploying a comprehensive non-nuclear strategic deterrence package to protect Ukraine from Russian military threats. Additionally, Zelensky emphasized the need to grow Ukraine’s economic potential and develop a post-war plan. This would enable Ukraine to become a key player in European defense, potentially replacing certain US forces in the region.
Russia has dismissed Zelensky’s plan as unrealistic, with Kremlin spokesman Dmitry Peskov stating that Kyiv must “sober up” and recognize the futility of its current policy. Western allies have expressed skepticism, with NATO’s former secretary-general, Jens Stoltenberg, pouring cold water on Ukraine’s proposal for joint defense operations. Zelensky’s tour of European capitals, including meetings with leaders in the UK, France, Italy, and Germany, ended without public support for the plan.
Despite these challenges, Zelensky remains resolute. “If we start implementing this Victory Plan now, we may be able to end the war no later than next year,” he stated. The Ukrainian president has reiterated that Ukraine will not accept concessions or compromises on its territory or sovereignty. Ukraine is focused on preparing for winter, facing renewed Russian attacks on its energy infrastructure.
