The Enugu State Ministry of Works and Infrastructure has reiterated its unwavering commitment to enforcing professional standards, quality assurance, and strict compliance with approved specifications across all ongoing road and building projects in the state.

This assurance was given by the Honourable Commissioner for Works and Infrastructure, Engr. Ben Osy Okoh, during a meeting with contractors handling various categories of infrastructure projects. The Commissioner emphasized the need for proper professional supervision and accountability on all construction sites, stressing that the era of substandard work and lax oversight is over.
Engr. Okoh directed that all contractors must, henceforth, ensure the physical presence of qualified and duly registered professionals, including Civil and Structural Engineers, Architects, Builders, Quantity Surveyors, and other relevant specialists, throughout the duration of project execution. He added that only professionals with valid and up-to-date practising licences issued by their respective regulatory bodies will be recognised by the Ministry.
Reaffirming the Ministry’s policy on road construction procedures, the Commissioner reiterated that the placement of stone base must be done strictly with pavers, describing this method as essential for achieving uniformity, durability, and the highest quality of road and pavement works. He warned that the Ministry will no longer tolerate the use of graders or manual methods that compromise the quality and lifespan of public infrastructure.
Engr. Okoh also noted that compliance with site instructions issued by Resident Engineers, Resident Architects, and other supervisory personnel will now be a key requirement for processing Interim Payment Certificates (IPCs).
“Every contractor must align with our operational standards,” he stated. “We will no longer approve or process payments for any project where professional guidelines, site instructions, and approved specifications are ignored. Our priority is to deliver durable, safe, and sustainable infrastructure to the people of Enugu State.”
He urged all contractors to uphold the highest levels of professionalism, cooperate closely with the Ministry’s technical teams, and strictly adhere to approved drawings, standards, and codes. The Commissioner further disclosed that the Ministry will intensify supervision and enforcement efforts to ensure full compliance and value for public funds invested in infrastructure development.
