
In a decisive move to refine financial management and ensure seamless public resource utilization across Enugu State, the Ministry of Budget and Economic Planning hosted an intensive one-day 2026 Pre-Budget Training Workshop. Designed to overhaul the state’s fiscal framework, the session focused on “Strengthening Budget Preparation and Implementation Processes” for Budget Desk Officers across all Ministries, Departments, and Agencies (MDAs).

Delivering the opening address, the Honourable Commissioner for Budget and Economic Planning, Chief Chris-Roberts Ozongwu, underscored the vital role of desk officers as indispensable drivers of Enugu’s financial future. He emphasized that the government remains deeply committed to promoting fiscal discipline, transparency, accountability, and value for money in public spending. Pointing out that the overall effectiveness of the state budget hinges on the quality, accuracy, and timeliness of submissions, he stated that equipping key stakeholders with the right technical skills and procedural understanding is essential to achieving these administrative goals.

Building on the Commissioner’s charge, the Executive Secretary Economic Planning Commission Mr. Nnanyelugo Dan Onyishi delivered a goodwill message praising His Excellency’s continuous investment in workforce development. He urged all participants to give their undivided attention to the sessions, noting that the mastery of these guidelines would directly determine the quality and success of their final MDA submissions.

Setting the technical directives, the Permanent Secretary, Mrs. Clara Nwakaego Eze, outlined the core objectives of the workshop while emphasizing that budget preparation cannot occur in isolation. She warned that all MDAs must strictly adhere to the capital and recurrent ceilings provided in the Call Circular. Furthermore, she issued mandatory policy guidelines requiring all MDAs involved in Food and Nutrition as well as Early Childhood Development (ECD) initiatives to ensure every relevant project and program is explicitly captured and properly tagged in their final reports.


To ensure seamless alignment with these policy mandates, the Head of the Budget Department, Mrs. Ndidiamaka Okenwa Anochiri, walked participants through the intricacies of the state’s Budget Classification, Coding Framework, and Fund Segment Structure. She demonstrated the exact technical formatting required to standardize reporting, prevent budget errors, and maintain data integrity across all government sectors.

The workshop concluded with a dynamic interactive session, allowing participants to ask pertinent questions, clarify operational bottlenecks, and share practical contributions. Re-energized and equipped with upgraded technical knowledge and clear policy boundaries, Enugu State’s Budget Desk Officers left fully prepared to deliver a timely, accurate, and impactful 2027 state budget.
