Dr. Hamid Bobboyi, the Executive Secretary of the Universal Basic Education Commission (UBEC), has commended Enugu State Governor Dr. Peter Ndubuisi Mbah for his government’s significant investment in education. During his recent visit to Enugu State, Dr. Bobboyi inspected the Model Smart Green School at Owo and other ongoing Smart Green School Projects, showcasing world-class facilities.


Dr. Bobboyi expressed admiration for the state government’s commitment to promoting all sectors of education, particularly the need for capacity building for technical teachers. He praised the state government’s efforts in providing quality education, citing the Smart Green Schools as a model for other states to follow.


Conducting the UBEC boss around the Smart Green School premises at Owo, Prof. Ndubueze Mbah flanked by Assoc. Prof. Hyginus Banko Okibe Executive Chairman ENSUBEB, and other dignitaries, the Commissioner for Education, highlighted the state government’s dedication to education. The facilities visited included primary and junior secondary schools, a sick bay, a mechatronic hub, basic technology assembly repairs, an ICT and robotic center, and classrooms.


Dr. Bobboyi observed that both the Owo Smart Green School Project and the ongoing Senior Modern High School Owo meet international standards. He noted that the siting of schools in rural communities will bring development and improve life for many children.




When the Executive Secretary and the team visited Amechi Idodo Smart School, the Executive Chairman of ENSUBEB, Asso. Prof. Hyginus Banko Okibe informed the visitors that Governor Mbah has vowed to have all the ongoing Smart Schools ready for onboarding when the new 2025/2026 academic session resumes in September 2025. The timeline is the reason why there are quite a large number of workers seen at each site working day and night to meet the deadline.


At the UBEC Smart Green School at Abakpa Nike Girls School, Dr. Bobboyi urged the contractor handling the project to complete the job by March 2025, as promised. He noted that the delay in getting the project completed since 2019 has affected the contribution it could have made before the state government commenced the 260 Smart School projects that seemed to have dwarfed the one initiated by UBEC. He said that if it is hastened and completed as those being built by the state, it will add value to accessible quality education in the neighborhood.


The ENSUBEB Boss, Assoc. Prof. Hyginus Banko Okibe emphasized the need for capacity building for smart teachers in the country. He thanked Dr. Bobboyi for the visit and appreciated the Commission’s good working relationship with the Board. In addition, Assoc. Prof. Okibe appealed to the UBEC boss to continue supporting Enugu state to take basic education to an enviable height.




Upon arrival, Dr. Bobboyi and his entourage were received at the Akanu Ibiam International Airport by Assoc. Prof. Okibe, Member III on the Board, Dr. Ego Aja, the Executive Chairman STVSMB, Dr. Amaka Ngene, Directors in the Board, Education Secretaries in the state, Management, and all the staff of the Board.



The highlight of the visit was the inspection of parts of the international conference center and the signing of the visitors’ book at Owo Smart School.
