
…Chairman Okolo Sets Bold Vision for Infrastructure, Water, Education, Markets, ICT & Human Capital

Uchenna Joseph Okolo, on Monday, 8th December 2025, presented a N9 billion 2026 Budget of Speedy Growth and Sustainable Development to the Awgu Legislative Council. The budget sets an ambitious roadmap for rapid transformation across the LGA and is designed to consolidate the developmental momentum recorded in 2025.

Speaking in an exclusive interview with UgamaTV shortly after the budget presentation, Hon. Okolo explained that the financial plan is a strategic blueprint aimed at expanding infrastructure, stimulating economic activities and fostering long-term prosperity for the people of Awgu. He disclosed that 63% of the budget is dedicated to capital expenditure, while 37% is earmarked for recurrent costs—an intentional decision that underscores the council’s commitment to physical development and economic renewal.

Budget Rooted in Community Priorities
According to the Chairman, the 2026 financial year is significantly shaped by the needs assessment reports submitted by communities across the LGA shortly after he assumed office. He emphasized that the administration relied heavily on the people’s inputs to guide its priorities, noting that “about 90% of this budget is driven by what our people told us. They told us their problems. We listened, and we designed solutions.”

Aggressive Infrastructure Expansion
One of the major highlights of the 2026 budget is its heavy focus on road construction and infrastructure upgrade. Hon. Okolo revealed that the council will embark on an aggressive rollout of infrastructure projects beginning early in the year. As part of this effort, the asphalting of 3.5km of key access roads, particularly those leading to Awgu’s Smart Green Schools, will commence within the next two weeks. This, he said, aligns with Governor Peter Mbah’s priority on improving road networks and education infrastructure across the state.

Water-for-All Programme Enters Phase Two
Having delivered over 20 boreholes in 2025, the council will commence the second phase of the Water-for-All project in 2026 to extend potable water supply to more rural communities. The Chairman noted that access to clean water remains a top priority given its impact on public health, agriculture and general well-being.

Agriculture and Community Farming Boost
In partnership with the Enugu State Government and Farm Green Estate initiatives, Awgu LGA will intensify its agricultural support programmes in 2026. The administration plans to strengthen community farming schemes across all wards to enhance food production, create livelihoods and reduce rural poverty.
Markets and Economic Clusters Revamp

Economic expansion is another central pillar of the 2026 budget, with a major focus on reviving markets and building new commercial clusters. The council will commence the establishment of an International Building Materials Market expected to serve as a regional economic hub and a strong revenue generator. The popular Awgu Central Market (Orie Awgu) is also slated for full revival once ongoing stakeholder engagements are concluded. Furthermore, mini-markets and roadside trading points, particularly those along the Ogbeke Express Road, will be reorganized to improve safety and prevent roadside accidents.

Transport Sector Transformation
Hon. Okolo also disclosed that Awgu will benefit significantly from the Governor’s transport revolution. The 2026 plan includes constructing new bus stops and revitalizing existing transport parks across the LGA. The Governor has already approved the Awgu Transport Infrastructure Project—a comprehensive initiative that includes the construction of a modern Awgu Bus Terminal, Logistics Parks, and designated truck, tanker, and aggregate parks. He noted that Awgu’s strategic location along the Enugu–Port Harcourt Expressway makes it a prime location for transport and logistics development.
Human Capital Development and ICT Training
With the new chairman’s office nearing completion, the current temporary office—an ICT complex—will be converted fully into a digital training hub. In addition, two entrepreneurship and vocational centres will be constructed: one in Awgu North (Agbogugu) and another at the Council Headquarters in Awgu South. These centres will provide three- to six-month training programmes in skills such as welding, tailoring, ICT and other vocational areas targeted at youth and women.
Renovation of Government Facilities
All development centres in Mbanabo North, Mbanabo South, Anike and Awgu Central will undergo full renovation or reconstruction to restore their utility. The Mbanabo North Centre, which sits on a large expanse of land but is currently in a dilapidated state, will receive a complete overhaul, including fencing and structural rehabilitation.
Strategic Housing Development
Hon. Okolo also confirmed that the council is in active collaboration with the Enugu State Ministry of Housing on new housing development projects aimed at improving residential infrastructure across Awgu LGA.
A Year of Speed, Impact and Consolidation
Reaffirming his administration’s commitment to transformative governance, the Chairman declared that 2026 will be “a year of speed in development.” He further stated: “We want to build, restore, revive and expand. Our goal is to create an Awgu where people can live, work, invest and prosper.”
With its bold capital outlay and people-focused initiatives, the 2026 Budget of Speedy Growth and Sustainable Development signals renewed confidence and a clear vision for a modern, prosperous and united Awgu.
